New Housing Plan, Less Federal Money Ahead

For this week’s chart, we turn to the Parliamentary Budget Officer (PBO) for insights into federal funding for housing programs aimed at making homes more affordable for Canadians, including the newly launched program Build Canada Homes. According to the PBO, Build Canada Homes, which prioritizes the construction of new homes, will spend $7.3 billion over the period of 2025-26 to 2029-30, with the funding estimated to contribute to the construction of 23,000 new homes during this period. While the majority of the money allocated for Build Canada Homes is new funding, total federal spending on housing programs is expected to decline in the coming years, with a 56% drop from $9.8 billion in 2025-26 to $4.3 billion in 2028-29 due to expiring funding for existing programs and cuts introduced in Budget 2025. These existing programs range from support for on-reserve housing, funding to address homelessness, financing for housing, and assistance for housing needs.
